A full rebuild runs 2024–2027, so pitch OpenWalk as (a) bridging the painful interim + new classifier-heavy e-referral flows now, and (b) a guidance layer the new portal will still need.

Monopoly forced-use, high reach. The public csdd.lv is modernized — value is on the transactional e.csdd.lv (tech-inspection booking, re-registration, fines) with accordion nav, 15+ categories, no search. Two dedicated forum threads exist just to help users navigate. Docked from 5 only because the worst pain (physical queues) is operational.

Semi-forced (your clinic picks it; you have no alternative to get results), ~96% of population diagnostic data. Pain is architectural — live old-vs-new dual portal, per-clinic subdomains, free-then-paid download where paid files reportedly won't open. Private vendor = faster to sign, and it opens B2B2C reach across 80+ client clinics. Traffic noisy (~76K–389K/mo); medium confidence.

ORTO WEAK · #16

Deprioritize. Single private orthopedics clinic, not forced-use, clinic-scale, declining traffic. Complaints skew to staff/wait-times/phone booking, not web UX; one lens found the surfaced feedback is actually positive. The only solid digital signal is a failing online discharge-summary retrieval + a split marketing-site/patient-portal (pacienti.orto.lv). Small friendly pilot at most. Low confidence.

Shortlist to act on: for a public / mission narrative → e-veselība + latvija.gov.lv (but ministry sales cycles are slow, rebuilds underway). Method & honest limits

How: 41 candidates across six independent lenses → deduped to 16 domains (evidence merged per domain) → scored on reach/uxBadness/fit, composite as above. The two most load-bearing claims (latvija.gov.lv €5.5M+AI-search rebuild; e-veselība 2024–2027 modernization + Dec-2025 e-referral confusion) were independently re-verified via search. Evidence anchors: sudzibas.lv threads, LSM/NRA news, official accessibility statements, Google Play ratings, dedicated user forums, and direct page inspection (legacy .aspx, Kentico CMS, accordion nav, dual-portal redirects).

Caveats (from the research itself)

1. No paid analytics — SimilarWeb/Semrush figures are public-page/snippet only, approximate, and diverged across lenses (e-veselība ~116K vs ~212K/mo; datamed ~76K–389K; csdd ~235K–529K). Ranking leans on forced-use national role over exact visit counts. 2. Subdomain figures undercount — mans2.lmt.lv as a bare subdomain shows ~10K/mo; real reach sits behind lmt.lv + app. Reach scores reflect the true user base. 3. Uneven UX evidence — e-veselība, EDS, latvija.lv, CSDD, Tet, LMT have concrete UI complaints/official admissions; insurance, Rīgas Siltums, egl.lv, orto.lv skew to service/claim/queue pain a widget can't fix (inference-weighted; validate with a hands-on teardown before pitching). 4. Two dark-pattern cases — Tet's hard cancellation and Bite's default-on add-ons are pain the vendor benefits from; a widget exposing them is a user win but a harder commercial sell. 5. Tech-age signals are from URL/header/BuiltWith-style inspection, not authenticated back-end review. Not every source URL was re-fetched; the two central claims were spot-verified and the rest rest on cross-lens consistency.
